Lens: Incident Response Protocol (IRP) — Control Activation & Coordination

Purpose
Provide a Control-led switchboard for any fire alarm / smoke report / confirmed fire so Control can coordinate resources and rapidly route teams to the correct deeper guidance.
Activation triggers
- Fire alarm activation (automatic or manual call point)
- Report of smoke / smell of burning
- Confirmed fire
Control first actions (0–3 minutes)
- Confirm & locate
- Get exact location/zone and nature of report (alarm only / smoke / flames).
- Assign a unit to verify if safe to do so.
- Deploy & isolate
- Deploy mobile response to reported area.
- Instruct zones to keep/clear key routes and prevent congestion at pinch points.
- Comms discipline
- Standardise radio updates: what / where / visible smoke or fire / casualties / crowd condition / access issues.
- Escalate / liaise
- Liaise with venue management / Responsible Person.
- Call 999 if fire/smoke confirmed or if in doubt (per site procedure).
Route to the correct deeper guidance
- If evacuation is required or likely:
- If Fire Warden actions are required (operative delivery):
Outputs Control should drive
- Clear statement of status: Alarm only / Smoke reported / Fire confirmed
- Decision: Investigate / Stage resources / Commence evacuation
- Zone-by-zone progress reporting (clearance, pinch points, vulnerable persons)
- Stand-down criteria (all-clear from venue lead / fire service as applicable)
