🧭 HOW TO USE THIS PROTOCOL (DUAL-USE)

This protocol works in two linked phases:

1. Operator-initiated (first 30–60 seconds): create space, observe from safety, and deliver a clear Control call.
2. Control-led (ongoing): coordinate containment, movement control, escalation (999), and comms discipline until police take primacy.

Hand-off trigger: as soon as the threat is declared/credible, treat it as WSE ACTIVE and shift to Control-led coordination.

🚨 TRIGGER

• Person seen with a weapon (knife, firearm, blunt weapon)
• Credible report of a weapon
• Threats indicating imminent use of a weapon
• Suspicious behaviour strongly suggesting weapon possession

⏱️ IMMEDIATE ACTIONS (FIRST 30–60 SECONDS)

• Pause and assess (do not rush in)
• Confirm: what, where, who
• Create distance between subject and others
• Move people away from the threat
• Position to observe without escalating
• Call Control immediately
