Your role is to preserve life through control, distance, and information.
Act within legal authority.
Use reasonable and proportionate force only.
Police response is primary.

🧭 HOW TO USE THIS PROTOCOL (DUAL-USE)
This protocol works in two linked phases:
- Operator-initiated (first 30–60 seconds): create space, observe from safety, and deliver a clear Control call.
- Control-led (ongoing): coordinate containment, movement control, escalation (999), and comms discipline until police take primacy.
Hand-off trigger: as soon as the threat is declared/credible, treat it as WSE ACTIVE and shift to Control-led coordination.
🚨 TRIGGER
- Person seen with a weapon (knife, firearm, blunt weapon)
- Credible report of a weapon
- Threats indicating imminent use of a weapon
- Suspicious behaviour strongly suggesting weapon possession
⏱️ IMMEDIATE ACTIONS (FIRST 30–60 SECONDS)
- Pause and assess (do not rush in)
- Confirm: what, where, who
- Create distance between subject and others
- Move people away from the threat
- Position to observe without escalating
- Call Control immediately
