⚠️ CORE PRINCIPLE
Time matters. Treat children and vulnerable adults as a safeguarding priority.
Do not delay escalation because information is incomplete.
Your goal is to find fast, reduce risk, and hand over to Police/medical/safeguarding partners as required.

🚨 TRIGGER
- Report of a person missing from:
- venue / event space
- welfare / medical point
- agreed rendezvous point
- Person found alone and appears:
- distressed, confused, intoxicated, injured, or disoriented
- at risk of exploitation (being led away, controlled, pressured)
- a child separated from responsible adult
- Third party reports: “My friend has vanished”, “They’re vulnerable”, “They’ve had a panic attack”, “They’ve got dementia”, “They’re not answering their phone”
⏱️ IMMEDIATE ACTIONS (FIRST 30–60 SECONDS)
- Stop and clarify: Who is missing? Where last seen? When? With who?
- Assign roles quickly:
- 1 person gathers details (witness/party)
- 1 person calls Control
- 1 person starts the nearest-area check (toilets, exits, dead-ends)
- Control exits immediately (soft control):
- monitor key exit routes
- position staff where they can observe without causing panic
- Check high-risk locations first:
- toilets / cubicles
- smoking areas
- secluded corners / stairwells
- car park / drop-off points
- water hazards (if applicable)
👉 Priority: FAST INFORMATION + FAST SEARCH + EXIT AWARENESS
📡 CONTROL CALL (CLEAR & STRUCTURED)
Pass factual, structured information:
- Exact location (where report made)
- Missing person category: child / vulnerable adult / adult (unknown vulnerability)
- Last seen: time + location + direction of movement (if known)
- Description (A–H) + clothing
- Risks: medical condition, intoxication, self-harm concern, exploitation concern
